Back in the day, I used Sokkit locally to test build my site prior to uploading onto my live server...with 3.6.x I don't seem to be able to do that anymore.

Is there a way within the licence agreement I can install vBulletin on a local test server prior to going live?

You can create another copy in a directory called "testvb" on the same domain as your regular site. You just have to block access to others.
