I switched vBulletin Modder over to a new IP address. You should not have any problems at all accessing this site. But if you do, then that would be why. Though, it is unlikely.

normally not, depending on what software you use underneath (Cpanel and alikes) it is just assigning the ip, and the rest will be done for you like writing the dns entry, apache etc etc.
And basically you don't need to change a single file of the account. It is merely editing the tables of redirect on server.
