Dial up and broadband mod

Hey folks I am part of a vBulletin forum community and it is huge they are trying to work out how to speed up the site for dial up people. So is there any way that people can pick if they want to just see just the category headings or category headings and sub forums?

EG:

Some one enters the forums and a page opens up asking which forum you would like to access Dial up or broadband. If clicked on dial up then you will be directed only to the category headings. If picked broadband then it will direct you category headings and sub forums.

Is there a mod out there that allows that? Or can be made?

I do know of a forum Admin who set up two styles for his forum. One called Normal or whatever, but the other one was called 'dial-up'.

The dial-up style used little or no graphics and I believe had things like signatures removed via the templates.

That might be one option, totally doable from the AdminCP.

*and no, I don't even remember the guys handle, let alone the addy for his forum - sorry*
